1. Provide a Pro AV over IP decoder that receives ultra-low latency, high quality video and audio, signals over 1 Gbps Ethernet interface and standard IP networks
   1. Decode and scale video and audio
      1. Provide an HDMI connector for interfacing digital video signal output with embedded audio
      2. Provide connections for interfacing analog audio signals
         1. One set of captive screw connections on back panel for line-level balanced/unbalanced stereo audio output
      3. Provide connections for device configuration from a PC or other peripheral
         1. One USB connection on the front panel
      4. Provide a 5-pole captive screw connector for remote RS-232 and IR control from a central control processor via remote port access mapping
      5. Provide one 1000BASE-T RJ45 connector with PoE+ for powering and control and transport of streaming data over CAT 5e/6/6a/7 cable for distances up to 328 feet (100 m)
      6. Provide one 100Base-T RJ45 connector for Ethernet expansion for remote LAN connectivity
      7. Provide one 2-pole captive screw connector for 12VDC power
      8. Provide eleven LED indicators for status monitoring
         1. Power LED on front panel to indicate power connection
         2. Video LED on front panel to indicate HDMI output signal presence
         3. HDCP LED on front panel to indicate encryption status
         4. HDMI audio LED on front panel to indicate HDMI audio output status
         5. Analog audio LED on front panel to indicate analog audio output status
         6. Two LAN LEDs on front panel to indicate network link/activity status
         7. Two LAN LEDs on back panel to indicate network link/activity status
         8. ID LED on front panel for visual confirmation of units on the network
         9. Reset LED on back panel to indicate reset status
      9. Provide an ID button on the front panel to identify the unit on the network
      10. Provide a recessed reset button on the back panel to revert unit back to factory loaded firmware
      11. Support audio streaming between encoder and decoder
      12. Support streaming to HDCP-compliant displays from encoders connected to HDCP-encrypted sources
      13. Maintain continuous HDCP-encryption between the decoder and display
      14. Support Extended Display Identification Data – EDID and Display Data Channel – DDC data using the EDID 2.0 standard
      15. Support use of EDID values defined by the user, supplied by a locally connected display or stored values captured from previously connected displays
      16. Support standard video resolutions including: 720p, 1080i ,1080p, UHD (3840 x 2160), and 4K (4096 x 2160) @ 60 Hz
      17. Support computer video resolutions from 640 x 480 up to 4096 x 2160
      18. Support HDMI embedded and analog stereo audio
      19. Support 30-bit, 10-bit per color encoding and processing that maintains 4:4:4 color information throughout the entire encode-streaming-decode process
      20. Support streaming of all video and computer-video signals maintaining native resolution from encode to decode
      21. Support streaming of signals at 60 frames per second at resolutions up to 4096 x 2160
      22. Support a low delay, encode and decode process
      23. Provide a video error concealment system which does not increase streaming bandwidth or encoding delay
      24. Support IGMPv3multicast per RFC 3376
      25. Support RTP transport type per RFC 1889
      26. Support 802.1x port-based Network Access Control (PNAC)
      27. Support audio breakaway
      28. Support Audio only streaming with a blackburst signal

      39. Support encoding and decoding video and audio at bit rates adjustable from 40 Mbps to 1000 Mbps
      40. Decoder shall be capable of preserving absolute changes to the video on a frame-by-frame basis up to 60 frames per second
      41. Support temporal compression applied on a sub-picture basis examining change that discriminates between luminance, chrominance as well as a threshold for signal or image noise
   2. Rack mountable, one-half rack width, 1” (2.5 cm) high metal enclosure
   3. Approved device shall be the Extron NAV SD 101 (60-1525-14; no alternates or equals)
